The `xso::text::Base64` struct remains as a shorthand (because frankly, I find the const names in the base64 crate very unwieldly), but you can now use any of the base64 engines as codec.

- The methods of `TextCodec<T>` now have `&self` receivers. This also

The type argument of `Base64` was removed. Replace all `Base64<Foo>`

This change overall allows for more flexibility in the implementation

of text codecs.
