 feat(netxlite): implement LookupHTTPS (#514) 
This new API call performs DNS lookups for HTTPS records.

Part of https://github.com/ooni/probe/issues/1733 and diff has been
extracted from https://github.com/ooni/probe-cli/pull/506.
