This diff addresses the following points of https://github.com/ooni/probe/issues/2135:
- [x] the `childResolver` type is useless and we can use `model.Resolver` directly;
- [x] we should use `model/mocks` instead of custom fakes;
- [x] we should not use `log.Log` rather we should use `model.DiscardLogger`;
- [x] make `timeLimitedLookup` easier to test with a `-short` tests;
- [x] ensure `timeLimitedLookup` returns as soon as its context expires regardless of the child resolver;
Subsequent diffs will address more points mentioned in there.

## Description
This PR contains a set of changes to move important interfaces and data types into the `./internal/model` package.
The criteria for including an interface or data type in here is roughly that the type should be important and used by several packages. We are especially interested to move more interfaces here to increase modularity.
An additional side effect is that, by reading this package, one should be able to understand more quickly how different parts of the codebase interact with each other.
This is what I want to move in `internal/model`:
- [x] most important interfaces from `internal/netxlite`
- [x] everything that was previously part of `internal/engine/model`
- [x] mocks from `internal/netxlite/mocks` should also be moved in here as a subpackage

This diff changes code the release/3.11 branch to ensure we're not using dns.google and www.google.com over HTTP3. As documented in https://github.com/ooni/probe/issues/1873, since this morning (approx) these services do not support HTTP3 anymore. (I didn't bother with checking whether this issue affects _other_ Google services; I just limited my analysis to the services that we were using as part of testing.)
This patch WILL require forward porting to the master branch.
There was a face-palming error in the implementation causing the proxy
check to be implemented also without a proxy.
This meant that we were ALWAYS skipping http3 and system resolvers.
The bug has been introduced in 3.8.0. So, the currently released
version of the probe, sadly, has this beheavior :-(.

In reality, we are not going to use the sessionresolver when we're
using a proxy (I just tested). But, it nonetheless feels a lot more
robust to write a correct sessionresolver that handles the proxy
in the most correct way. That is, the sessionresolver will now skip
all the entries that cannot use a socks5 proxy (including among them
also the system resolver). What's more, it will construct a child
resolver that propagates the proxy.
We have confidence that this holds true because we have added a test
ensuring that we are really using the configured proxy.
